The Government brought in a new point based system in 2007 and imposed new conditions upon ministers of religion. It required them to be competent in English.
BSCF successfully argued for a 2 tier system. It managed to persuade the Government that Granthis and Kirtanis coming on short visit from 6 months to 2 years should not be required to have the competency of English necessary for those taking up service for longer duration.
The submission made was after consultations with Gurdwaras around the country.
